Gerald E. Bourland, appointed in 1979, is the most senior member of the village board. Bourland retired from Laclede Steel Company in 2000, after being employed with the company for 40 years. At the time of his retirement, he was the Manager of Treasury and Credit. As a village board member, he has been chair of the Finance, Revenue & Ordinances committee for many years and continues to serve on the Liquor Commission, Employee Relations, and the Police, Fire and Public Safety committees. He and his wife Joan live in the Whispering Oaks section of Bethalto.
Perry Withers is a long time Bethalto resident and 1980 graduate of Civic Memorial High School. Perry received his Bachelor’s degree in Business Administration from SIU-E. Perry and his wife, Michelle, reside in the Heatherland subdivision and they have four grown children. Perry is employed as the President/CEO of Laclede Community Credit Union and is a member of Bethalto Rotary. He was elected to the Village Board in 1997. Perry serves on the Committees of Finance, Revenue & Ordnances; Employee Relations; Police, Fire and Public Safety; Residential and Commercial Buildings as well as the Liquor Commission.
Bob DiPaolo has been a resident of Bethalto since 1970. He lives with his wife, Marky, and they have four grown children. Raised in Wood River, Bob went to school at SIU-E where he received a BA in Economics and an MBA. Bob spent 17 years in the local steel industry before becoming a faculty member at Lewis & Clark Community College in 1983 and served as Coordinator of the Business Programs for about 25 years. He now holds the rank of professor emeritus and retains his teaching role as an adjunct member of the faculty. Prior to becoming a member of the village board in 2001, Bob served on the Zoning Board for about 20 years and served as the Chairman of the Plan Commission for about two years. Bob serves as chairman of the Equipment Inspection & Acquisition and Utilities & Service committees, and serves on the Residential & Commercial Building Plans & Requirement committee.
Jeff Mull was born and raised in Bethalto. A 1986 graduate of Civic Memorial High School, Jeff received an Associates degree in Science from Lewis and Clark Community College. Elected in 2007, Mull serves as chair of the Street, Alleys, & Sidewalks and Residential & Commercial Building Plans & Requirments committees. He also serves on the Utilities & Service, Recreation, Parks & Public Buildings committee. The father of three, Jeff’s civic duties include a long tenure with the Bethalto Boys and Girls Club and membership on the board of directors of Atlas Credit Union.
Gary D. Bost was born and raised in Bethalto where he was a 1983 graduate of Civic Memorial high school. He received an Associates degree in Applied Science from Lewis and Clark Community College in 1985. He is currently employed with the Madison County Sheriff’s Office as the Jail Superintendent. Bost has been involved in many community development projects including 8 years as program director with the Boys and Girls Club and several years with American Legion baseball. Bost, elected in 2011 serves as the chair of the Parks, Recreation and Public Buildings committee. He also serves on the Equipment Inspection and Acquisition committee and the Streets, Alleys and Sidewalks committee. Gary and his wife Kim live in Timberwood Estates Subdivision and are the parents of two boys.
WALTER (ALAN) WINSLOW
Alan Winslow was appointed to the Board in June of 2012. Alan has been a resident of Bethalto since childhood and is a 1978 graduate of Civic Memorial High School. Alan has served the Village in many capacities, starting as a volunteer with the Police Explorers at age 16; Animal Control Officer; Police Dispatcher and Police Officer, retiring with the rank of Chief of Police earlier this year. Alan has also been a member of the Board of Directors of the Boys and Girls Club of Bethalto for more than 10 years, and is an active member and past President of the Rotary Club of Bethalto. Alan has also been heavily involved in the Bethalto Charities Committee since its inception, a group that has raised more than $500,000 for non-profit organizations. Alan also serves on the Illinois Executive Committee of the Torch Run for Special Olympics and coaches softball and bocce for Special Olympics athletes. Alan can be reached at 618-977-6519.
