No building, vehicle, structure, receptacle, yard, lot, premise, or part thereof shall be made, used, kept, maintained, or operated in the Village if such use, keeping or maintenance shall be dangerous or detrimental to health. No one may permit any garbage or trash to accumulate on their premises or private property. It is unlawful for the owner or occupant of real estate to refuse or neglect to remove garbage or debris.
Storm Water Management
Where a storm water sewer is accessible in a street, alley or easement to a building or premises abutting thereon, the surface drains, ground waters, roof leaders, or storm waters must be discharged into the storm water sewer unless otherwise authorized by the Village. Under no conditions can sanitary sewage or wastes or any substance other than surface waters, ground waters, roof waters or storm waters be permitted to flow into or be connected to the storm water sewer; and no sanitary sewer can be connected to the storm water sewer system. It is unlawful to construct or permit the construction of any storm water drain which discharges water onto any sidewalk in the Village or construct or permit the maintenance of any drain which discharges into any public street or alley at a height greater than eighteen inches above the ground or pavement.
It is unlawful for anyone to keep more than three dogs and/or cats within the Village, with the exception that a litter of pups, a litter of kittens or a portion of a litter may be kept for a period of less than five months after birth. Anyone owning, keeping, or harboring any dog over the age of three months must purchase a $2 annual dog tag by May 1 of each year at the Village Clerk’s Office. Each calendar year, or at intervals approved by the Department of Agriculture, every owner or keeper of a dog four months old or older shall have each dog inoculated against rabies. The owner or keeper of a dog or cat must keep the animal under restraint at all times and not permit the animal to be at large, off the premises of the property of the owner or keeper, unless the animal is under complete control. A dog or cat is under “restraint” if it is controlled by a leash; at “heel” beside a responsible person or obedient to that person’s commands; within a vehicle being driven or parked on the streets, or within the property limits of its owner or keeper. The Animal Control Officer will impound any dog or cat found running at large or any unlicensed dog in the Village. No one may keep cattle, cows, horses, sheep, swine, goats, chickens, ducks, turkeys, geese or other livestock within the Village.
No one may cause or knowingly permit or allow, on premises owned, occupied, or controlled by him in the Village, any open burning of garbage, trash, refuse, rubber, oil, paper, leaves, wood, or other combustible material, or cause or so allow such burning in a chamber not specifically designed for that purpose in accordance with regulations of the Illinois Environmental Protection Agency. It is unlawful to burn anything on any street, sidewalk, or alley of the Village.
No one may erect or maintain any sign, sign post, pole, pillar, banner, or flag, or post any handbill or mark, stencil, or paint any advertisement or sign upon any utility pole, tree, post, curb, sidewalk, or other structure on, across, or extending into any public street, sidewalk, alley, parkway, public planting, strip, or other municipal property.
It is a violation for anyone to knowingly store, park, or allow to store or park a motor vehicle on private property without having a valid, or current, registration displayed on the vehicle. All inoperable motor vehicles or unlicensed motor vehicles, whether on public or private property, in view of the general public are declared to be a nuisance.
Residents are permitted to conduct yard/garage sales limited to not more than twice per calendar year and not to exceed two days for each occurrence. All signs displayed for such sales must be displayed on the premises and be removed within 12 hours of the sale.
It is unlawful for anyone less than 17 years old to be present at or upon any public assembly, building, place, street or highway at the following times, unless accompanied and supervised by a parent, legal guardian or other responsible companion at least 18 years of age, approved by a parent or legal guardian or unless engaged in a business or occupation: (1) Between 11 p.m. and 6 a.m. Sunday to Thursday; (2) Between 12 a.m. and 6 a.m. Friday and Saturday; (3) Between 9 p.m. and 6 a.m. on the following day for the Halloween time period from October 17 to October 31 of each year.
It is unlawful for anyone to permit any weeds, grass, or plants, other than trees, bushes, flowers or other ornamental plants to grow to a height exceeding eight inches anywhere in the Village. Plants or weeds exceeding such height are declared to be a nuisance.
